Your Opportunity Stantec's International Development Group is seeking a highly-qualified Chief of Party in Jordan with strong water sector experience in any of the following areas: groundwater, aquifer development, wellfields; wastewater treatment; wastewater recycling; and/or water conveyance and storage, to support our water business line on a pending US government-funded, international program management consulting services opportunity in Jordan. This program encompasses multiple activities, including construction of new well fields with attendant transmission lines, reservoirs, and an advanced water purification plant; and construction of a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries. Upon successful submission of your application, Stantec will evaluate you as a potential candidate for this program if your experience aligns with the required qualifications for the role (contingent upon award). Your Key Responsibilities + As the Chief of Party, you will oversee an integrated team, consisting of multiple in-country project managers, construction supervision, health and safety, environmental, social/gender, and administrative staff, as well as international technical experts. + You will have overall responsibility for ensuring Stantec's success in providing program management services for pre-construction, construction and construction-related activities and for fulfilling the role of employer's technical representative for the infrastructure projects, as well as construction supervision engineer. + You will act as primary liaison for Stantec with the client and government stakeholders, providing strategic direction and overall management of the program management team with the overall responsibility of ensuring that the infrastructure program is coordinated, and activities are sequenced appropriately. + The program manager will be based in Jordan and should have experience and qualifications in management of infrastructure development projects of similar size and scope. Your Capabilities and Credentials + Ideal candidates must be willing to reside and/or work in Jordan as needed on this long-term assignment. + Experience working in an international context, preferably in a developing country. + Qualified chartered/registered professional engineer (or approved equivalent in your country of origin). + Excellent written and oral communication skills in English and Arabic. + Progressively responsible work experience on donor-funded projects with organizations such as USAID, DFID, EU, MCC, and/or the World Bank. Education and Experience + The Chief of Party (COP) must have a B.Sc. in Civil Engineering, Engineering Management, Construction Management, or relevant engineering field. A higher degree in relevant fields is preferred. + S/he must have at least 15 years of experience in mega water projects in the Middle East, with a preference for experience in Jordan, of which 5 years in Non-Revenue Water projects. + Minimum of 15 years of experience in both project management, implementation, and design. + Have successfully performed activities and managed projects that are similar to this program in terms of complexity, scope, and budget (preferably for USAID or other international financing institutions such as the World Bank, European Commission, etc.), and be able to demonstrate experience in technical and management skills, communication, presentation, teamwork, and interpersonal skills. + Must be fluent in spoken and written English. + Must be fluent in spoken and written Arabic. Working conditions are anticipated to include both typical office environment, and considerable field presence in a semi-arid, high altitude, relatively high latitude setting.
